Why This Land Release Matters in 2026

Melbourne’s population keeps rising, fuelled by migration and the return of overseas students. With the median house price reaching $918,000 for detached dwellings and $622,000 for units according to Domain’s winter update, even entry-level buyers are struggling to get a foot on the property ladder. The state’s Growth Areas Authority says there’s now a twelve-month pipeline for titled land in many growth corridors, prompting the launch of fresh releases in hotspots like Truganina’s Forsyth Road precinct and Clyde North’s Berwick Waters. Local agents say buyer competition is toughest among families and essential workers keen to live closer to new schools and public transport.

The latest release is the largest in Wyndham since 2022, with 410 lots up for sale at Harborne Park, Truganina, less than 4km from Williams Landing station. Who Can Apply: Eligibility Details

For both Harborne Park and the Berwick Waters enclave, preference is given to applicants who fit at least one of the following categories: (a) first-home buyer, (b) Australian resident or citizen, (c) key worker employed in education, healthcare, or emergency services within Greater Melbourne, or (d) a Melbourne resident with dependants under 18. Households must not exceed $170,000 annual income, as verified by the Victorian State Revenue Office.

Applications opened this week and run through July 28. Prospective buyers need a pre-approval letter from a licensed lender and must be able to settle within 90 days. Each application is limited to a single lot per household. The process includes documentation checks and a randomised draw overseen by the Consumer Affairs Victoria, with results expected by mid-August. Prices for land-only parcels in the new releases start at $349,000 for a 340-square-metre lot in Clyde North and $386,000 for a 390-square-metre lot in Truganina, well below the citywide average.

According to the City of Casey and Wyndham City councils, all sites will be delivered with fully serviced lots and connected to NBN, with footpaths and basic landscaping by title. Purchasers must commence construction within 18 months of settlement. Local planners expect the staged roll-out to add more than 1,600 new homes to these corridors by late 2027.

How to Apply – What Happens Next

For Melbourne buyers considering a ballot application, the practical steps are straightforward but strict. Visit Development Victoria’s application portal to register, upload proof of eligibility such as tax returns, and nominate your preferred lot type and location. Eligibility screening can take up to a week. Winners will be notified by email, with 10% deposits payable within two weeks of acceptance. Unsuccessful applicants can opt to roll into future ballots. Officials remind buyers that any attempt to on-sell before construction is prohibited and may void the purchase.

More land releases are expected for Tarneit and Officer South before December, especially if the current ballots are oversubscribed. Industry insiders suggest demand will remain fierce, so prospective buyers should get pre-approval and submit their paperwork ahead of the next draw.
